GREEN ECONOMY AS A TOOL OF INDUSTRIAL DEVELOPMENT: FEDERAL AND REGIONAL ASPECT

Green economy is one of strategic directions of the world industrial development. This is determined by the growing environmental problems associated with global pollution and environmental risks, on the one hand, and the lack of resources and the need to save and reuse them, on the other hand.

Russia is tackling the task of the accelerated industrial development in the context of limited opportunities to attract foreign financial investments, as well as technological re-equipment of the national industry for solving environmental problems, at this stage, the transition to the best available technologies becomes relevant and attractive. This task can be solved only on the basis of the development of domestic environmental engineering. Both these directions require efforts, both from the federal center, in the form of mechanisms of legislative and financial support, and on the part of the regions in the creation of regional management decision-making systems that support environmental actions in the implementation of industrial development programs on the ground.

KEY RESOURCE. MODELS OF HUMAN CAPITAL REPRODUCTION OF RUSSIA-2035

Russia is perusing the ambitious goal of changing the model of economic development and restarting the mechanism of economic growth. A response to this challenge will require systemic changes in many areas, but the key question remains: "How to change the model of reproduction of human capital in Russia-2035?". The radical change of technological platforms in the world and the exhaustion of the current model of the Russian economy requires a revision of the principles and approaches on which the Russian institutions for the reproduction of human capital are based. Without solving this problem, it is impossible to reach the trajectory of long-term economic development, the key resource of which is human capital.

What will be the model for the reproduction of human capital in Russia in the period up to 2035? What will be the balance between private and public in this model? How should we change the ecosystem of human capital formation in Russia, and how can it be integrated into the global hierarchy of competence centers?

HOW TO CREATE CONDITIONS FOR FAST GROWTH OF MEDIUM-SIZED TECHNOLOGICAL BUSINESS?

In recent years, a new global trend in innovation policy has been emerging: the focus of attention of the newly industrialized countries (NIC) is increasingly shifting to more mature stages of the innovation cycle. The emphasis on the seed stage and start-ups no longer looks like the only point of application of state efforts, and the stimulation of innovative demand by large corporations has also ceased to be a panacea. One after another, programs are being launched to support fast-growing mid-sized innovative companies and hidden champions. However, it becomes evident that there are several stages of business development between selected companies and start-ups: a start-up that has gone through a startup accelerator is unlikely to quickly become a hidden champion. To denote this missing link in 2008, the OECD introduced the term "scale-up" – a  company with the average annual growth of more than 20% over a three-year period of the number of employees (employed) OR turnover, with at least 10 employees at the start of the observation period.

How can we focus the innovative ecosystem on stimulating the emergence of more ambitious scale-ups that can become sustainable fast-growing companies, and in facilitating the transformation of these companies into hidden champions? What is foreign experience (successes / problems) in supporting the scale-ups, what tools could be implemented in the Russian system? What can and should be changed in the regulation, in existing tools to support innovative business, how to “configure” the activities of Russian development institutions?

AVAILABILITY OF UP-TO-DATE AND ACCURATE SPATIAL DATA AS A NECESSARY CONDITION OF SUCCESSFUL SUSTAINABLE SPATIAL DEVELOPMENT OF RUSSIA AND EFFECTIVE TERRITORIAL PLANNING. INTERNATIONAL EXPERIENCE AND RUSSIAN REALITY

A strategy of spatial development is being developed in the Russian Federation. The strategy is designed to determine the priorities for the integrated regional development of the Russian Federation.

Adoption of the strategy of spatial development of Russia will require, among other things, adjusting the existing ones, and developing new schemes for territorial planning of Russia, state programs, investment programs of natural monopoly entities in order to meet the needs of the constituent entities of the Russian Federation in locating and developing the federal, engineering, transport and social infrastructure.

Russia is lagging far behind in this critical issue. Basically, for the purposes of spatial planning, space monitoring data are used, which cannot provide a sufficiently dense representation of the terrain (i.e. 2D information).

Modern technologies, e.g. laser scanning, are applied to a limited extent, usually by natural monopolies and state-owned companies in the implementation of large infrastructure projects.

On September 3, 2016, a Memorandum was signed on the establishment of platforms for cooperation in the field of small and medium-sized business between the Ministry of Economic Development of the Russian Federation and the Ministry of Economy, Trade and Industry of Japan.

The first meeting of the Russian part of the platform took place at the end of 2016 and attracted vivid interest among development institutions and representatives of the business community.

What problems do entrepreneurs from Russia encounter when entering the Japanese market? What measures need to be taken to improve the situation? What mechanisms of support for entrepreneurs to enter the Japanese market already exist? Since 2005, the Ministry of Education and Science of Russia has been pursuing a consistent policy for the development of innovation infrastructure and scientific competencies of universities, increasing their competitiveness. Addition of the scientific and technological development of the regions to the list of principles of the new state regional policy makes it possible to pay attention to the new role of universities.

The priority project "Universities as centers of environment for innovation creation” in the general direction of Russia's strategic development "Education" is focused on the participation of universities in regional development.

To date, there are examples of the involvement of universities in solving regional problems - through participation in cluster projects, the development of engineering centers, the implementation of social initiatives. HEALTHCARE 2025: HOW TO EXTEND ACTIVE LIFE?

Within the framework of the brainstorming, the project of a comprehensive action plan of the Government of the Russian Federation for 2017-2025 in the direction of "active life" will be discussed.

Challenges and issues:

In the Russian Federation, despite the annual declining rate, there is a high mortality rate among the population, including mortality at working age. The life expectancy at birth is significantly lower than that of the countries of the European Union.

The current situation is caused by a low level of involvement of the population in maintaining and strengthening their health, inadequate efficiency of using the resources of the health care system, lack of financing, and low availability of medical care.

Questions for discussion:

Creating a motivation for the population to lead a healthy lifestyle, reducing the level of tobacco and alcohol consumption;

The main directions of the development of the prevention system: from the system of comprehensive prophylactic medical examination to targeted screenings, the development of personalized medicine;

RUSSIAN TECHNOLOGICAL LEADERS: A COURSE TOWARD THE GLOBAL MARKET

In June 2016, the Ministry of Economic Development of the Russian Federation launched the implementation of the priority project "Support for Private High-Tech Leading Companies" (National Champions), aimed at promoting the growth of 30 Russian companies selected from the winners of the national rating "Technological Success" in 2012-2016, and promoting them as  Russia-based transnational companies.

The aim of the project is to form at least 10 Russian private high-tech companies with the sales volumes of at least 500 million dollars each, and 2 companies with the sales of at least 1 billion dollars by 2020. By 2020, it is supposed to increase the volume of high-tech exports by four times for at least 15 out of these companies.

Similar programs have been implemented for a long time in developed countries and are an important part of their innovation policies. The development of medium-sized fast-growing innovative companies reflects the dynamics of the national economy, is an indicator of the success of its innovation system.

What are the features of the development of the "national champions" selected in Russia? What kind of support are they asking for from the state? SOCIAL SUPPORT AND SOCIAL INFRASTRUCTURE

Within the framework of brainstorming, the project of a comprehensive action plan of the Government of the Russian Federation for 2017-2025 in the direction of "social support and social infrastructure" will be discussed.

Challenges and problems:

The growth of social expenditures does not ensure the reduction of poverty, and one of possible reasons for this can be a lack of assessment of the degree of urgentness of the needs when providing social support to the population. Most recipients of social support measures are not among the poor. The size of the supportive grants is not significant for the budget of the poorest households. In this regard, it is necessary to improve the effectiveness of the social support system.

With the aging of the population over the working age and, consequently, the increase in the demand for social services, the importance of expanding the supply of these services, increasing their quality and attracting additional resources to finance these services becomes evident. One of the ways to achieve this is through increased participation in the provision of such services by non-governmental organizations.

Substitution of the existing predominantly categorized system of support with the one on the basis of eligibility criteria (including the methodology of needs assessment, the creation of an integrated household database using tax records, property data, etc.);

In the near future, on the background of the expected growth in the population of the Russian Federation, the demographic situation will be characterized by unfavorable trends caused by a reduction in the number of able-bodied people, an increase in the demographic burden on the able-bodied population, an increase in the number of older persons, and an increase in the natural decline in the population.

Strengthening in the long term trends in the reduction of labor potential and changing structural needs in the labor force under the influence of the introduction of new technologies and modern standards of production organization cause an increase in the qualitative and quantitative imbalance of supply and demand on the labor market.

Questions for discussion:

replacement of demographic failure and improvement of the quality of human capital due to the following:

increase of the resident mobility, including by supporting the development of the most dynamic agglomerations, increasing the effectiveness of mechanisms for supporting internal migration;

PRIORITIES OF THE TECHNOLOGICAL REVOLUTION: THE ROLE OF THE CONSORTIUM

The complex of "big" challenges facing the country force Russia to start modernizing traditional industries at a quick speed and creating new high-tech sectors simultaneously, and in a short period of time and systematically shift the entire economy into the digitalization zone.

Acceleration of the pace, dimensions and depth of the technological development in the world resulted in a large-scale transformation of the markets architecture and business models. The so-called flexible (or multilateral) markets come instead of traditional ones. Tehy develop on the basis of ecosystems of platform solutions.

Russia was late toenter into the new industrial revolution and to move to a digital platform economy. Systemic transition of the economy and social sphere to an economy of this type can not be achieved only through the changes in state regulations and investments in the state segment of the economy. Changes in regulations and the restructuring of the main players of the most important Russian markets should be a coordinated process, it should be a co-project of changes.

One of the mechanisms for accelerating the launch of the development of the new high-tech markets and technological modernization of traditional markets projects in the country is the formation of large-scale strategic technology and design consortiums, which should simultaneously include producers (suppliers), consumers and regulators.

Their purpose is to design (make as a project) and plan the transition to a new market architecture (mainly platform) in the priority sectors. Consortia should, on the one hand, ensure "outstripping" regulation in the selected sector, the development of a set of new standards and participation in the activities of similar international consortia, and, on the other hand, develop the necessary elements for the implementation of the elements of the reference architecture of the technology package market, testing the applicability and compatibility of new technologies.

How far is Russia behind in its transition to a platform economy? In which sectors should strategic consortiums be launched first? What requirements should be appointed for strategic consortium to launch experiments on platforms creation? How should consortium be supported? What role should a state and development institutions have in supporting and financing platforms and consortium?

AGRO-INDUSTRIAL PARKS. EFFICIENCY IMPROVEMENT OF THE AGRO-INDUSTRIAL COMPLEX

Industrial parks have proven themselves as a good tool for attracting investment in the industrial sector. In accordance to the activity monitoring of 146 industrial parks in the Russian Federation, for each ruble of investments in the infrastructure there are 7.8 rubles of private investments in the creation of new production assets.

However, to launch energy-intensive high-tech producing units in the agro-industrial complex, including those for the import substitution,  which can be implemented in the format of industrial parks (agro-industrial parks) it requires the institutionalization of the concept of an agro-industrial park and the establishment of unified requirements.

 HOW TO GUARANTEE A DIGNIFIED LONGEVITY

Within the framework of the brainstorm meeting the participants will discuss the “Dignified longevity” project of a comprehensive plan of action of the Government of the Russian Federation for 2017-2025.  

Challenges and problems:

the distributing part of the pension system with a sufficiently high insurance burden on business and high dependence on federal budget transfers is characterized by insufficient stability;

still there is a tendency to decrease the ratio of the average size of the non-contributory pension to the average wage, while the expenses for the payment of non-contributory pensions are increasing;

it is expected to increase the burden on the distributing part of the pension system, due to the projected growth in the population of older age groups and the reduction of the able-bodied population;

since 2014 there is no funding due to insurance contributions to the creation of pension savings of citizens who have opted for funded pensions.

Questions for discussion:

possible terms, boundaries and rates of increase of the retirement age, considering the improvement of the mechanism for forming the rights to an non-contributory pension;

pre-determined non-contributory pensions reform;

non-contributory pension payment based on the annual income of the receiver;

PRIVATE BUSINESS AND NONPROFIT ORGANIZATION - SOCIAL SPHERE  SERVICE PROVIDERS

The participation of non-governmental organizations in providing social services can significantly improve the efficiency of use of resources allocated for this purpose, actively put into practice innovative social technologies, attract non-budget investments for the development of social infrastructure.

Ordinance of the Government of the Russian Federation No. 1144-r of June 8,2016  approves the action plan ("Roadmap") "Support the access of non-governmental organizations to provide social services."

Also, in order to implement the Presidential Address to the Federal Assembly of the Russian Federation December 3, 2015, and by the request of the Russian Federation No. 3468p-P44 of May 23, 2016 a set of measures developed by The Ministry of Economic Development of the Russian Federation was approved. It is aimed at ensuring the gradual access of socially oriented non-profit organizations that carry out activities in the social sphere, to budget funds allocated for the provision of social services to the population in the period 2016-2020 .

These instructions are a significant step forward, to manage the challenges of modernizing the social sphere, expanding the scale of participation of organizations of the non-state sector in the provision of social services to citizens.

Does the denationalization of the social service delivery system and the increase in the number of players in the social services market improve the quality and availability of such services? «NEW ECONOMIC GEOGRAPHY»

Models of the new economic geography affirm the principles of both slow response and dynamism in the processes of productive forces location. On the one hand, there is a dependence on the path, from the previous development path, which due to the increasing returns effect, can conserve the existing economic specialization of the territory for many decades, even for a century. On the other hand, there are periods of development when outsiders have a chance to lead, to host fundamentally new types of economic activity.

One of the key ideas of the new economic geography is the connection between the processes of global economic integration and the local concentration of economic activity, which is relevant for Russia. The natural concentration of economic activity in large cities mostly influences on the uneven spatial development of the country.

The spatial development strategy of the Russian Federation is currently being developed, it is one of the key elements of the strategic planning system appointed by the Federal Law No.172, and it should contribute to the improvement of the spatial organization of the economy. The strategy is a brand new document for the modern Russian management planning practice. It combines the approaches of strategic and territorial planning.

A new spatial policy can change the current trends of development.

What opportunities do Russia have to form a new economic specialization? What factors influence the transformation of the territorial structure of resettlement? The role of which cities will grow in the long-term prospects? What impact will the formation of large spatial structures - globally competitive macro regions have on the spatial development of Russia, and what are the approaches to their definition?  LOW CARBON URBAN TRANSPORT

In the vast majority of Russian cities, motor transport has become one of the main air polluters. At the same time, in a number of countries, projects on the introduction of low-carbon passenger transport are being implemented within the framework of international organizations (in particular in the countries of the European Union, China, India). Such measures include both improving the environmental characteristics of motor fuel, introducing emission class and managing their mobility within a city, as well as measures for the reconstruction of passenger transport, introduction of new technical solutions. Such measures are especially relevant in Russia.

In the cities of our country, more than 100 networks of environmentally friendly trolleybuses and trams are operated, these vehicles can be used more effectively to provide mobility, but also they require significant capital investments.

One of the strategies is the reconstruction of passenger electric transport, introduction of gas and electric buses. Introduction of more stringent environmental standards for a city center access for personal vehicles and the expansion of pedestrian areas can be considered as another strategy.

What are the complex opportunities to implements all these strategies? For Russia the choice can be made in favor of one of the listed ways of development or their combination. What is the present day experience of using low-carbon transport in Russia? What experience do the organizers of the 2018 World Cup have and the results of other pilot projects that were held by the Ministry of Transport in this sphere?

Today we can already confidently say that a truly long-term wholesale electricity market functions efficiently, it provides optimization of the fuel consumption in the energy system and restrains prices by means of competition.However, it still does not ensure the payback of modernization projects or new construction with a reduction in supply or an increase in demand and therefore needs to be improved.

Nowadays there are almost all the necessary conditions to provide technical re-equipment, reconstruction and replacement of inefficient generating equipment. The quality, stability and security of the economy energy supply will depend on their implementation.

The aim of the round table is to discuss the formation of a mechanism for attracting investments in the modernization of generating equipment because of its aging and degradation,since the current market model does not form the appropriate price signals.

As a variant of the solution - the implementation of the mechanism through the existing instrument of contracts for the supply of capacity with the addition of the possibility of distributing the volumes of modernization on competitive bases.
