UNIVERSITIES – THE DRIVER OF SOCIAL AND ECONOMIC DEVELOPMENT OF SIBERIAN REGIONS

Siberia is the central territory of Russia that collecting European and Far East parts into general. The future of Russia and Siberia is defined by opportunities of development of the human capital, improvement of quality of management of regions, technological development of key branches of economy, formation of the centers of innovative and technological development and transition to economy of innovative type. In these processes universities as special institutes of development in situations of transition to post-industrial society and formation of innovative economy can and have to play a key role.

·         What role of universities in acceleration of processes of social and economic development of the Siberian regions?

·         What positions are taken by universities now and how to change these positions by 2030?

·         What can universities offer for business, the power and society?

·         What mechanisms of embedding of universities in processes of innovative and technological development?

SIBERIAN BASE: TIME OF NEW DECISIONS

Siberia is a considerable territory of the country in which a number of the large cities and agglomerations with the high industrial potential and engineering infrastructure, developed scientific and educational by a complex of service trade, where is located the largest fields  of minerals. The Soviet project of complex development of Siberia and the Far East remains an example of one of the most large-scale and successful projects of development of the huge territories in world practice. But the power of this project is some finished. Now Russia needs to be determined with prospects and the strategy of development for Siberia and the Far East in the 21st century.

·         What can and need to be "philosophy" of development of Siberia in the 21st century?

·         How Siberia will be entered in the strategy of social and economic development of Russia till 2035?

·         How the Siberian regions in post-crisis prospect can and shall develop?

·         What strategy and projects will be realized in the territory of Siberia by the large Russian companies?

  • How the cooperation of the large companies with regional and municipal authority will be under construction?

SIBERIA AND WORLD: PROSPECTS OF THE COOPERATION

Siberia is the largest region of the planet having considerable inventories of natural resources which will be demanded in the 21st century. The prospect of development of Siberia is substantially connected with a possibility of an entry into foreign markets, attraction of foreign investments and technologies. For this purpose is important to understand and build the mutually advantageous system of the international relations allowing to reduce barriers to a cooperation of regions, business, scientific and educational organizations.
